SI 2016-042 - Postal & Telecommunications (Quality Service) Regulations,2016

IT is hereby notified that the Minister of Information Communication Technology,Postal and Courier Services has, in terms of section 99 of the Postal and Telecommunications Act [Chapter 12 :05], made the following regulations in consultation with the Postal and Telecommunications Regulatory Authority of Zimbabwe. These regulations may be cited as the Postal and Telecommunications (Quality of Services) Regulations, 2016.

SI 2016-040 - Proclamation 3 of 2016 - Zim-South Africa Agreement for the Avoidance of Double Taxation

PREAMBLE

The Government of the Republic of South Africa and the Government of the Republic of Zrmbabwe;
DESIRING to conclude an Agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income;
HAVE AGREED AS FOLLOWS:

ARTICLE 1
PERSONS COVERED

This Agreement shall apply to persons who are residents of one or both of the Contracting States.

Parliamentary Legal Committee's Adverse Report on SI 24-2016 - Insurance Amendment Regulations

In pursuit of its Constitutional mandate as provided for in Section 152 of the Constitution of Zimbabwe, the Parliamentary Legal Committee on the 17th of March 2016 at 11:00hrs met to consider Statutory Instruments gazetted during the month of February 2016 among them Statutory Instrument 24 of 2016, titled Insurance (Amendment) Regulations. After deliberations, it unanimously resolved that an adverse report be issued in respect of the Statutory Instrument, due to the following considerations:

Still awaiting gazetting as an Act is the Banking Amendment Bill passed by Parliament the week before Christmas; it will be Act 12/2015.  Parliament sent it to the President for his assent on 17th March.  All other Acts of 2015 have been gazetted already.
