Bills Coming up in the National Assembly This Week and Next

On Tuesday 6th March

Insolvency Bill [link]  The Second Reading Deba e is due to continue today, Tuesday 6th March [item 1 on the Order Paper].  As the Minister of Justice, Legal and Parliamentary Affairs has already delivered his Second Reading speech, the next step is likely to be the presentation of the report on the Bill, and the public hearings held on it, by the Portfolio Committee on Justice, Legal and Parliamentary Affairs.  That will be followed by contributions to the debate by MPs.

Electoral Amendment Bill [link]  The Second Reading Debate is due to continue today, Tuesday 6th March [item 2 on the Order Paper].  The Minister of Justice, Legal and Parliamentary Affairs has already explained the Bill and Hon Chasi has presented the report of the Portfolio Committee on Justice, Legal and Parliamentary Affairs on the Bill and the public hearings held by the committee [link].  

Parliamentary Legal Committee [PLC] reports on Bills

Non-adverse reports from the PLC are expected to be announced on the following three Bills:

  • Civil Aviation Amendment Bill [the non-adverse report allows the beginning of the Bill’s Second Reading Stage]
  • Public Health Bill [the non-adverse report allows the beginning of the Bill’s Second Reading Stage]
  • Public Entities Corporate Governance Bill [this is a non-adverse report on the Committee Stage amendments made to the Bill on 13th February; so the National Assembly can now proceed to pass the amended Bill and send it to the Senate.]

On Thursday 8th March

Shop Licences Amendment Bill [link]  Since last year there has been a long delay in the resumption of consideration of the PLC’s Adverse Report [link] on this  Bill.  It is now listed as item 1 on the Order Paper for 8th March.

On Tuesday 13th March

Mines and Minerals Amendment Bill [link]  The Second Reading Stage is item 1 on the Order Paper for 13th March.  First will be the delivery of Second Reading speech from the Minister of Mines and Mining Development outlining the background to and content of the Bill.  The Bill dates from 2015.

Zimbabwe Iron and Steel Company (Debt Assumption) Bill, 2018 [link] [awaiting First Reading, following gazetting  on 19th January 2018].

Passed Bills Awaiting Gazetting as Acts of 2018

The following three Bills were finally passed by the Senate on 14th and 15th February, as noted in Bill Watch 3/2018.  They have not yet been gazetted as Acts:

  • Estates Administrators Amendment Bill  [link]
  • Finance Bill 
  • Appropriation (2018) Bill.

Land Commission Act Gazetted

On Monday 26th February the Land Commission Act was gazetted and came into force.  It is Act No. 12 of 2017, having been finally passed by Parliament on 19th December 2017.  All Acts of 2017 have now been gazetted, as shown in this table:

#   Note:  Judgment of the Constitutional Court is awaited in a case challenging the validity of the Parliamentary process leading to the passage of this Act: Innocent Gonese and Another v The President of Zimbabwe and 2 Others (CCZ 80/16).  Argument was heard by the Constitutional Court on 14th February 2018.
