President Commutes Death Sentences to Life Imprisonment for Those on Death Row for 10 years and More
Clemency Order No. 1 of 2018 [link], signed by President Emmerson Mnangagwa on 10th March 2018, includes the following paragraph:
“Commutation of death sentence to life imprisonment
10. Commutation of the death sentence to life imprisonment is hereby granted to all prisoners who have been on death row for ten years and above.”
In practical terms, this means that any inmate of death row who was sentenced to death before 10th March 2008 no longer faces execution.
The prison authorities should by now have moved all these prisoners from death row to prison accommodation more appropriate to those serving sentences of imprisonment.
