The Official Secrets Act and Freedom of Expression

Introduction

In recent by-elections, accredited observers were required to sign the Official Secrets Act before they were allowed into polling stations to observe voting.  This raises questions:

SI 2016-072 - Labour (Employment Code of Conduct National Employment Council for Schools Development Associations and Committees in Government and Council run Schools) Regulations, 2016

IT is hereby notified that the  Minister of Public Service, Labour and Social Welfare has in terms of section 101 (9) of the Labour Act [Chapter 28:01] made the following regulations-

For the purpose of this Employment Code of Conduct;
1.1 The code shall apply to all employees of SDA/Cs. It shall not apply to members of the School Development Association Committee.
