Public Accounts Committee [PAC] Report - Reserve Bank of Zimbabwe (Compliance Issues)

INTRODUCTION
1.1 Section 119 of the Constitution, gives Parliament power to ensure that provisions of the Constitution are “upheld and that the State and all institutions and agencies of government at every level act constitutionally and in the national interest.”
1.2 Section 299 of the Constitution confers the Public Accounts Committee with unlimited oversight powers over all State revenues and expenditure.

Proposed Amendments for Zimbabwe Investment and Development Agency Bill [REVISED]

SI 2019-246 Collective Bargaining Agreement: Medical and Allied Industry

IT is hereby notified that the Minister of Public Service, Labour and Social Welfare has, in terms of section 80 of the Labour Act [Chapter 28:01], approved the Collective Bargaining Agreement set out in the Schedule, which was registered in terms of section 79 of the Labour Act [Chapter 28:01]: —
1. The Collective Bargaining Agreement may be cited as the Collective Bargaining Agreement: Medical and Allied Industry, 2019.

SI 2019-245 Collective Bargaining Agreement: Motor Industry

IT is hereby notified that the Minister of Public Service, Labour and Social Welfare has, in terms of section 80 of the Labour Act [Chapter 28:01], approved the publication of the Collective Bargaining Agreement set out in the Schedule. This agreement further amends the agreement published in Statutory Instrument 35 of 2011, registered in terms of section 79 of the Labour Act [Chapter 28:01].

SI 2019-244 Collective Bargaining Agreement: Motor Industry

IT is hereby notified that the Minister of Public Service, Labour and Social Welfare has, in terms of section 80 of the Labour Act [Chapter 28:01], approved the publication of the Collective Bargaining Agreement registered in terms of section 79 of the Labour Act [Chapter 28:01], set out in the Schedule, which further amends the principal agreement published in Statutory Instrument 35 of 2011.

Section 38 of the Public Finance Management Act [Chapter 22:19] requires Treasury to publish consolidated financial reports in the Gazette within thirty days after the end of each month.

Companies and Other Business Entities Act

To provide for the constitution, incorporation, registration, management and internal administration of companies and winding up of companies and private business corporations; to enable the voluntary registration of other business entities; to ensure the removal of defunct companies and private business corporations by re-registering all existing companies and private business corporation

Teachers’ Unions Petition to Parliament

On Tuesday 12th November 2019 the Speaker announced in the National Assembly that Parliament had received a petition from the Progressive Teachers’ Union of Zimbabwe and the Zimbabwe Teachers’ Association to (1) align the Public Service to the Constitution and (2) to ratify International Labour Organisation [ILO] Conventions 51 and 154 in order to ensure industrial harmony;, fair labour standards and social justice in the Public Service.

The Speaker informed MPs that the petition had been referred to the Portfolio Committee for Public Service, Labour and Social Welfare.

 

Finance Bill, 2020 (No.3) – 2020 National Budget – Departmental Draft, November 2019
