PROPOSED COMMITTEE STAGE AMENDMENTS
TO
ELECTORAL AMENDMENT BILL

The National Assembly is due to start the Committee Stage of this Bill on Tuesday afternoon, 10th April 2018.

This document contains proposed amendments to the Bill to be moved by Hon Ziyambi Ziyambi, Minister of Justice, Legal and Parliamentary Affairs, and by Hon Innocent Gonese, MDC-T Chief Whip, during the Committee Stage.

The Minister’s amendments

These can be found at pages 1-2, pages 11-12, and pages 33-34 below.

One important effect of the new Schedule of minor amendments at pages 33-34 will be to remove from the Electoral Act all provisions for “special investigation committees” involving the Zimbabwe Human Rights Commission [ZHRC].  ZHRC has consistently objected to this obvious inconsistency  with its constitutional independence.

Hon Gonese’s amendments

These amendments take up the rest of the document, approximately 30 pages.  They are designed to bring the Electoral Act more completely into line with the Constitution than has been achieved so far.
