BILL WATCH
PARLIAMENTARY COMMITTEES SERIES 22/2018
[20th October 2018]
Open Committee Meetings Monday 22nd to Thursday 25th October
Although both the Senate and the National Assembly are have not sat since Thursday 11th October and will only resume sitting on Tuesday 30th October, MPs were not relieved from Parliamentary duties for the same period. Most of the Senate’s Thematic Committees and the National Assembly’s Portfolio Committees held their inaugural meetings during last week, starting on 15th October; these meetings were to consider their work plans and were not open to the public.
Countrywide public consultations on 2019 Budget As already set out in detail in our Parliamentary Committee Series bulletins 20 and 21/2018 of 18th and 19th October, public consultations on next year’s Budget will be conducted at various centres all around the country from 22nd to 26th October, by the Portfolio Committee on Health and Child Care and, jointly, by the Portfolio Committee on Budget, Finance and Economic Development and the Thematic Committee on Sustainable Development Goals.
This bulletin covers meetings open to the public starting on Monday 22nd October. Two important Portfolio Committees will be holding closed meetings – Higher and Tertiary Education, Science and Technology Development [to formulate its work plan] and Lands, Agriculture, Climate and Water [inaugural meeting].
Next Week: Open Meetings at Parliament to Hear from Ministries
and Sector Stakeholders: 2019 Budget Consultations
Most Portfolio Committees will be holding open meetings to hear oral evidence on the 2019 Budget requirements and/or consultations from:
- the Ministry or Ministries they supervise, and
- Sector Stakeholders.
These meetings will be held at Parliament in Harare and will be open to the public. Members of the public may attend the meetings as observers only, not as participants, i.e. they may observe and listen but not speak. If attending, please use the entrance to Parliament on Kwame Nkrumah Ave between 2nd and 3rd Streets. Please note that IDs must be produced.
The details given in this bulletin are based on the latest information from Parliament. But, as there are sometimes last-minute changes to the meetings schedule, persons wishing to attend should avoid disappointment by checking with the clerk of the committee that the meeting concerned is still on and open to the public. Parliament’s telephone numbers are Harare 700181 and 252940/1.
Reminder: Members of the public, including Zimbabweans in the Diaspora, can at any time send written submissions to Parliamentary committees by email addressed to clerk@parlzim.gov.zw or by letter posted to the Clerk of Parliament, P.O. Box 298, Causeway, Harare or delivered to Parliament’s Kwame Nkrumah Avenue entrance in Harare.
