MARRIAGES BILL [H. B. 7A, 2019]
THE MINISTER OF JUSTICE, LEGAL AND PARLIAMENTARY AFFAIRS (HON. ZIYAMBI): Thank you Madam President. I rise to present my Second Reading speech on the Marriages Bill.
Madam President, on the 4th of June, the National Assembly passed the Bill before you with the amendments which I will describe later. It bears repetition many times over, though every human being knows, that marriage is a solemn and joyous occasion that seals the compact between a man and a woman to enjoy and endure life together in love and to raise children for the perpetuation of society. By this Bill, we seek to give the sanction of the law to that most fundamental and indeed sacred bond which stitches our society together – that is to say the marriage bond.
