CENSUS AND STATISTICS AMENDMENT BILL, 2020
Memorandum
This Bill will amend the Census and Statistics Act [Chapter 10:29] so as to align the taking of decennial national censuses in a manner that will enable the Zimbabwe Electoral Commission to take into account census data when delimiting electoral boundaries every 10 years as required by section 161(1) of the Constitution. Accordingly, clause 2 will require a decennial census to be taken every tenth anniversary ending on the 1st July. This will afford ZEC ample time to delimit electoral  boundaries in accordance with census data.
 
To amend the Census and Statistics Act [Chapter 10:29]; and to provide for matters incidental to or connected therewith.
ENACTED by the Parliament and the President of Zimbabwe.
1 Short title
This Act may be cited as the Census and Statistics Amendment Act, 2020.
2 Amendment of section 12 of Cap. 10:29
Section 12 (“Census”)(1) of the Census and Statistics Act [Chapter 10:29] is amended by the insertion of the following subsection after subsection (3)—
