Bill Watch 48/2020 - Mid-Term Fiscal Policy Review This Afternoon in Parliament

BILL WATCH 48/2020

[16th July 2020]

Mid-Term Fiscal Policy Review Statement,

Supplementary Estimates, Appropriation & Finance Bills

to be Presented This Afternoon

The Minister of Finance and Economic Development is due to present his Mid-Term Fiscal Policy Review Statement in the National Assembly this afternoon.

The proceedings will be broadcast by the Zimbabwe Broadcasting Corporation and will also be live-streamed on Parliament’s Facebook page https://www.facebook.com/parliamentofzim/ .

This afternoon’s National Assembly Order Paper for today includes a Notice of Motion given by the Minister signifying that he seek the leave of the House to present a Bill “to make further provisions for the revenues and public funds of Zimbabwe and to make provisions for matters connected therewith or incidental thereto”.  This indicates that the proceedings will involve supplementary or additional Estimates of Revenue and Expenditure, Finance Bill and Appropriation Bill – to take account of the vastly changed situation that has developed since the approval of the 2020 National Budget at the end of December 2019.

Note:  In the National Assembly on Tuesday 14th July after the Deputy Speaker had announced this afternoon’s presentation, Hon Mushoriwa observed that the Minister of Finance and Economic Development had not recently been available to answer MPs’ questions about the state of the economy and remedial measures taken by Government.  The Deputy Speaker assured the House that the Minister would combine the Mid-Term Statement with a general statement on the state of the economy.
