On 26 March 2019, the Speaker of the National Assembly informed the House that Parliament had received a petition from Hatcliffe Extension Residents Association (HERA) requesting Parliament to look into the issues of lack of requisite infrastructural development, multiple billing, lack of accountability relating to funds contributed by residents and security of tenure in Hatcliffe Extension. The petition was referred to the Portfolio Committee on Local Government, Public Works, National Housing and Social Amenities. The Committee conducted an enquiry into the issues and came up with this report with recommendations.
