PLC Adverse Report on Deposit Protection Regulations - SI 156 of 2013

In pursuit of its constitutional mandate as provided for in section 152 of the Constitution of Zimbabwe, The Parliamentary Legal Committee met on the 4th of December 2013 at 0900hrs and 9thof January 2014 at 1000hrs to consider inter alia Statutory Instrument 156 of 2013. After deliberations, it unanimously resolved that an adverse report be issued in respect of Statutory Instrument 156 of 2013, gazetted in the month of November 2013, due to the following considerations:

In pursuit of its constitutional mandate as provided for in section 40B of the Constitution of Zimbabwe. The Parliamentary Legal Committee met on the 16th of April 2013 at 1400hrs to consider Statutory Instruments that were gazetted during the month of March 2013. After deliberations the Committee resolved unanimously that an adverse report be issued in respect of Statutory Instrument 29 of 2013 due to the following considerations.

PLC Adverse Report - SI 2013-25 - Mangwe RDC Sand Extraction Bylaws

In pursuit of its constitutional mandate as provided for in section 40B of the Constitution of Zimbabwe. The Parliamentary Legal Committee met on the 16th of April 2013 at 1400hrs to consider Statutory Instruments that were gazetted during the month of March 2013. After deliberations the Committee resolved unanimously that an adverse report be issfaued in respect of Statutory Instrument 25 of 2013 due to the following considerations: Statutory Instrument 25 of 2013- Mangwe Rural District Council (Sand Extraction) By-Laws, 2013 contains provisions that are ultra-vires section 18 of the bill of rights.

PLC Adverse Report - SI 2013-04 - Zimbabwe Youth Council Regulations

In pursuit of its constitutional mandate as provided for in section 40B of the Constitution of Zimbabwe. The Parliamentary Legal Committee met on the 7th of February 2013 at 1100hrs to consider Statutory Instruments that were gazetted during the month of January 2013. After deliberations the Committee resolved unanimously that an adverse report be issued in respect of Statutory Instrument 4 of 2013 due to the following considerations: Statutory Instrument 4 of 2013- Zimbabwe Youth Council (General) Regulations, 2013 contains provisions that are ultra-vires its Enabling Act the Zimbabwe Youth Council Act [Chapter 25:19]

PLC Adverse Report - SI 34-2011 - Indigenous Amendment Regulations

ADVERSE REPORT OF PARLIAMENTARY LEGAL COMMITTEE ON STATUTORY INSTRUMENT 34/2011 INDIGENISATION AND ECONOMIC EMPOWERMENT (AMENDMENT) REGULATIONS, 2011 In pursuit of its constitutional mandate as provided for in section 40B of the Constitution of Zimbabwe, The Parliamentary Legal Committee met on the 12TH of May 2011 at 1200hrs to consider all the Statutory Instruments that were gazetted during the month of April 2011. After deliberations, the Committee unanimously resolved that an adverse report be issued in respect of Statutory Instrument 34/2011 to the following considerations.

After deliberations, the Committee unanimously resolved that an adverse report be issued in respect of Statutory Instrument 34/2011 to the following considerations.

PLC adverse report - GN 114-2011 - Mining Sector Indigenisation

In pursuit of its constitutional mandate as provided for in section 40B of the Constitution of Zimbabwe, The Parliamentary Legal Committee met on the 15th of June 2011 at 1010hrs to consider General Notice 114 of 2011. After deliberations, the Committee unanimously resolved that an adverse report be issued in respect of the General Notice due to the following considerations: The provisions of General Notice 114 of 2011 violate the Declaration of Rights in the Constitution of Zimbabwe, namely sections 16 and 21.
