EXECUTIVE SUMMARY

Audit mandate
My duties as set out in the Constitution of Zimbabwe and amplified in the Audit Office Act [Chapter 22:18] are, in addition to examining, auditing and reporting on accounts of all persons entrusted with public monies or state property, to audit all institutions and agencies of government, and at the request of government carry out special audits of the accounts of any statutory body or government controlled entity.

INTRODUCTION

Section 262 of the Constitution of Zimbabwe states that not later than six months after the beginning of the year, the Prosecutor-General must submit to Parliament, through the appropriate Minister, an annual report on the operations and activities of the National Prosecuting Authority for the previous year.

Speaker of Parliament’s Ruling on the Validity of the PLC Report on the Local Government Amendment Bill

Hon. Gonese raised a point of order alleging that the meeting of the Parliamentary Legal Committee which decided on the Non Adverse Report on the Local Government Laws Amendment Bill (H. B. 1A, 2016) was unprocedural and the Speaker ruled as follows:

STATEMENT OF THE CASH SHORTAGES CHALLENGE

1. INTRODUCTION
1.1. Following the Monetary Policy measures announced by the Governor, Dr. J.P. Mangudya on 4 May 2016 to deal with cash shortages whilst simultaneously stabilising and stimulating the economy, Exchange Control is issuing operational modalities outlined in this ECOGAD8/2016 for ease of implementation by Authorised Dealers.
 

The Multiple Indicator Cluster Survey (MICS) was carried out in 2014 by the Zimbabwe National Statistics Agency (ZIMSTAT) as part of the global MICS programme. The MICS was designed to collect information on a variety of socio-economic and health indicators required to inform the planning, implementation and monitoring of national policies and programmes for the enhancement of the welfare of women and children.

Preamble

The Theme for the First Africa Legislative Summit was “Emerging Democracies in Africa: Challenges and Opportunities”. The event was organised by the National Institute for Legislative Studies (NILS) in collaboration with the Association of European Parliamentarians with Africa (AWEPA), Africa Business Round Table and the Parliamentary Centre of Canada.
