2.0 OBJECTIVES OF THE ENQUIRY
2.1 The Committee sought to establish the extent to which Harare City Council had addressed audit observations made in the 2020 Auditor General’s Report by implementing recommendations made by the Auditor General. In addition, the Committee sought to establish why Harare City Council is operating without a proper accounting system.
 

SI 2021-071 Collective Bargaining Agreement- Harare Municipal Undertaking- Levy Deductions Agreement

IT is hereby notified, in terms of section 80 of the Labour Act [Chapter 28:01] (“the Act” hereinafter), that the Minister of Public Service, Labour and Social Welfare has approved the publication of the Collective Bargaining Agreement set out in the Schedule.
The agreement has been registered in terms of section 79 of the Act.

SI 2021-070 Arbitration Agreement: General Conditions of Service: Harare Municipal Undertaking

IT is hereby notified, in terms of section 80 of the Labour Act [Chapter 28:01] (“the Act” hereinafter), that the Minister of Public Service, Labour and Social Welfare has approved the publication of the Collective Bargaining Agreement set out in the Schedule.
The agreement has been registered in terms of section 79 of the Act.

SI 2021-069 Harare (Incorporated and Local Government Areas) (Rent) (Amendment) By-laws, 2021 (No. 30)

IT is hereby notified that the Minister of Local Government and Public Works has, in terms of section 219 of the Urban Councils Act [Chapter 29:15], approved the following by-laws made by the City Council of Harare:—
1. These by-laws may be cited as the Harare (Incorporated and Local Government Areas) (Rent) (Amendment) By-laws, 2021 (No. 30).

SI 2021-068 Harare (Incorporated and Local Government Areas) (Waste Management) ( Amendment) By-laws, 2021 (No. 28)

IT is hereby notified that the Minister of Local Government and Public Works has, in terms of section 229 of the Urban Councils Act [Chapter 29:15], approved the following by-laws made by the City Council of Harare:—
1. These by-laws may be cited as the Harare (Incorporated and Local Government Areas) (Waste Management) (Amendment) By-laws, 2021 (No. 28).

SI 2021-067 Harare (Incorporated and Local Government Areas) (Water Charges) (Amendment) By-laws, 2021 (No. 25)

IT is hereby notified that the Minister of Local Government and Public Works has, in terms of section 229 of the Urban Councils Act [Chapter 29:15], approved the following by-laws made by the City Council of Harare:—
1. These by-laws may be cited as the Harare (Incorporated and Local Government Areas) (Water Charges) (Amendment) By-laws, 2021 (No. 25).

SI 2021-065 Harare (Incorporated and Local Government Areas) (Sewerage Charges) (Amendment) By-laws, 2021 (No. 27)

IT is hereby notified that the Minister of Local Government and Public Works has, in terms of section 229 of the Urban Councils Act [Chapter 29:15], approved the following by-laws made by the City Council of Harare:—
1. These by-laws may be cited as the Harare (Incorporated and Local Government Areas) (Sewerage Charges) (Amendment) By-laws, 2021 (No. 27).
