Update on Bills Passed by Parliament during 2015

Twelve Bills were passed by Parliament during 2015:

Public Accountants and Auditors Amendment Bill

Public Debt Management Act [Chapter 22.21] (Act 4 of 2015)

To provide for the management of public debt in Zimbabwe; to establish the Public Debt Management Office on a statutory basis and provide for its functions and administration; to provide for the raising, administration and repayment of loans by the State and for the giving of guarantees in respect of certain loans; to amend the Public Finance Management Act [Chapter 22:19) (No. 11 of 2009) and the Sovereign Wealth Fund of Zimbabwe Act [Chapter 22:20] (No. 7 of 2014); and to provide for matters connected with or incidental to the foregoing.

Indigenisation & Economic Empowerment Act (Updated May 2015)

To provide for support measures for the further indigenisation of the economy; to provide for support measures for the economic empowerment of indigenous Zimbabweans; to provide for the establishment of the National Indigenisation and Economic Empowerment Board and its functions and management; to provide for the establishment of the National Indigenisation and Economic Empowerment Fund; to provide for the National Indigenisation and Empowerment Charter; and to provide for matters connected with or incidental to the foregoing.

Electoral Act consolidated as at 1st May 2015

This document shows the wording of the Act as at 1st May 2015 i.e. incorporating the amendments made by the Electoral Amendment Act (No. 6 of 2014) and the National Prosecuting Authority Act (No. 5 of 2014] as well as amendments previously made by the Electoral Laws Amendment Act, 2007 (No. 17 of 2007), the Local Government Laws Amendment Act, 2008 (No. 1 of 2008) and the Electoral Amendment Act, 2012 (No. 3 of 2012).

Finance (No. 3) 2014

To make further provision for the revenues and public funds of Zimbabwe and to provide for matters connected therewith or incidental thereto. ENACTED by the Parliament and the President of Zimbabwe. This Act may be cited as the Finance (No. 3) Act, 2014.

Sovereign Wealth Fund of Zimbabwe Act [Chapter 22-20]

AN ACT to provide for the establishment of the Sovereign Wealth Fund of Zimbabwe and its objects, management and control; to provide for the Board of the Sovereign Wealth Fund of Zimbabwe and its functions; to provide for the appointment of the Chairperson, Chief Executive Officer, staff of the Board and investment managers;  to provide for the allocation and disbursement of money from the Fund; to amend the Zimbabwe Mining Development Corporation Act [Chapter 21:08]; and to provide for matters incidental to or connected with the foregoing.
